Fan clutches regulate engine cooling via the fan speed. This depends on the engine load. If this is too low, the airstream will sufficiently dissipate the heat from the radiator and engine. At higher loads and lower vehicle speeds (e.g. on hills, towing a trailer) there is a risk of heat build-up.
The fan is then switched on to meet the increased cooling requirements and allow air to flow through the radiator. The fan speed is only as high as needed, which can save fuel.
